Membership
It is the policy of the Palliser Regional Library Board that any person who can provide proof of permanent residence in a municipality of Saskatchewan within the Palliser Library Region will be issued a library card, upon application, without fee.
Palliser Regional Library will honour library cards from other Saskatchewan Public Library Systems. Patrons residing in other Saskatchewan Public Library Systems and already holding cards from these systems will not be issued an additional library card by Palliser. However, a Palliser Regional Library card may be issued to patrons residing outside of the Palliser Library Region at the discretion of the branch librarians.
Valid library card holders may borrow library materials from any public library in the province, provided those materials are not restricted by the lending library's loan policy. Borrowing may be done in person (reciprocal borrowing) or through interlibrary loan.
Identification
Patrons will be asked to provide two pieces of identification, at least one of which must show a current address as proof of residence in order to obtain a Palliser Regional Library Card. This may include one or more of the following:
- Driver's license
- Passport
- Health Card
- Treaty Card
- Student Card
- Utility bill or other government correspondence that shows current address
Children under the age of 14 will, upon application, be issued a library card only if a parent or guardian is present to show proper identification and sign the child's card.
Library Card Terms and Conditions:
- Library cards are valid for one year, but may be renewed
- Library cards are not transferable from one borrower to another and must be presented each time materials are borrowed.
- The signer agrees to be responsible for all materials borrowed on their library card, to return all items borrowed, to pay fines for overdue items and for lost or damaged materials.
- Parents or guardians are responsible for materials borrowed by their children and any resulting overdue fines or fees.
- Patrons are responsible for reporting loss of card or change of address immediately.
- Library cards are permanent and a fee will be charged for replacement.
Special Memberships
In order to accommodate the request for library use privileges by new residents and by out-of-province visitors, Palliser Regional Library will charge fees as per Schedule A. These fees will be evaluated and reassessed on an annual basis by Palliser management.
New Residents
Definition: New Residents are residents who have recently moved to the region and cannot yet supply identification with a current address.
They will be registered as Temporary Borrowers and charged a Temporary Borrowers fee as outlined in Schedule A. A maximum of 2 items may be on loan and a maximum of 10 items may be on hold at any given time.
When the borrower can provide identification with a current address, they will be refunded the full Temporary Borrowers fee. The branch librarian may then choose to register them as either a regular borrower with the regular loans and holds limits OR as a New Borrower (see the following section for details).
New Borrowers
Definition: A New Borrower is an individual who can provide proof of residence within the region but has no borrowing history with the library system.
The branch library has the option of restricting the borrowing privileges of new borrowers to a maximum of 6 items on loan and a maximum of 10 items on hold at any given time. After 3 months, provided the new borrower has no outstanding charges and has proven to be a responsible user, the patron status will be changed to a regular user and the regular loans and holds limits will apply.
Non-Residents
Definition: A Non-Resident refers to a patron whose permanent residence is not in Saskatchewan,but who will be staying in the province for more than 6 months. This includes out-of-province students who reside in the residences attached to local schools, colleges or universities.
Non Residents will be charged a non-refundable fee for service as outlined in Schedule A. Non-Residents may be charged the Individual rate, or the Family rate as applicable.
Temporary Non-Residents
Definition: A Temporary Non-Resident refers to a patron whose permanent residence is not in Saskatchewan, but who will be staying in the province for 6 months or less.
Temporary Non-Residents will be charged a partially refundable Temporary Non-Resident fee as outlined in Schedule A. A maximum of 2 items may be on loan and a maximum of 10 items may be on hold at any given time.
