Internet Policy

The Palliser Regional Library System (The Library) provides public access to the information resources on the Internet. This service is in keeping with our role in providing equal access to information and provides the opportunity to integrate electronic resources from information networks around the world with the Library's other resources. The Library, in providing access to the Internet, is providing a privilege not a right. The patron is responsible for his/her actions and activity. Their actions are subject to Palliser's Confidentiality of Library Records Policy. Staff equipment is for staff use only.

Children are entitled to access all information and facilities in the library. As with other materials available at the library, children's access to the Internet and other electronic networks is the responsibility of their parents or guardians. Parents who have concerns about their children's ability to use the Internet safely should accompany and supervise their children.

Palliser Regional Library has no control over the information on the Internet and cannot be held responsible for its content. Patrons who use the Internet must carefully evaluate the information they receive from this medium as the Library does not filter Internet content.

The Library is not responsible for any damages suffered by users, including - but not limited to - loss of data resulting from delays or interruption in service. The Library assumes no responsibility for the security or the privacy of any online transactions conducted through library-provided access to the Internet. Users are responsible for any charges they may incur as a result of using fee-based services or online shopping. The Library endeavors to maintain a virus-free environment, but is not responsible for the transmission of any viruses.

Use of Library equipment for illegal, actionable, criminal purposes or to seek access into unauthorized areas is prohibited. Criminal law prohibits the display or dissemination of hate literature, child pornography, illicit drug literature or obscene material. Civil law prohibits harassing or libeling or slandering others. This includes the display or dissemination of any material tending to deprive any person of his or her rights, to expose and person to hatred or to affront human dignity.

The viewing of inappropriate or offensive material in a public facility is prohibited. The Library may terminate an internet session if, in the opinion of any library staff member, the site being accessed is unlawful, obscene, or otherwise objectionable. The patron must immediately comply with all directions from Library staff to stop accessing and displaying any such material. Repeated offenses may lead to the Library terminating the patron's Internet privileges.

Copying or distributing material found on the Internet may infringe on copyright or intellectual property rights of others. Palliser Regional Library is not responsible for such infringements. Information on Human Rights legislation, copyright legislation and the Criminal Code can be obtained from the Library.

The patron shall hold harmless and indemnify the Library, its directors, officers, employees and agents, from and against all third party claims and legal proceedings of every kind whatsoever arising from or in any way related to the patron's use of the network, including any legal costs incurred by the Library in the defense of such claims and proceedings.

In addition to the above, each branch library in the Palliser Region may post additional usage guidelines, based on local capacity and regulating such things as: Internet sign up/registration/user cards, time per session, the level of instruction provided to the public, use of email, file transfer/downloading, use of news/discussion/chat groups, access, charges for printing and other supplies.
